SETUP (3 steps):

1. Message @BotFather on Telegram, type /newbot, get your BOT_TOKEN

2. Message @userinfobot on Telegram, get your CHAT_ID

3. In MT5: Tools -> Options -> Expert Advisors -> Add https://api.telegram.org to allowed URLs
